At a recent meeting of the Jogorku Kenesh, issues related to the rights of citizens with disabilities in the field of public procurement were discussed. Deputy Dastan Bekeshev stated that when purchasing public transport, constructing new facilities, and providing various services, the needs of people with disabilities are often overlooked, leading to unforeseen expenses.

“For example, when buses are procured, people with disabilities often fall off the radar. As a result, additional funds have to be allocated for the installation of ramps and specialized transport. If this law is passed, all these issues can be addressed at the tender stage, avoiding unnecessary costs in the future,” Bekeshev noted.

He also mentioned that similar difficulties arise in the construction of educational institutions: ramps and accessible restrooms are usually installed only after the main construction is completed, which also leads to additional financial expenditures.

Today, the Jogorku Kenesh approved in the first reading the draft law proposed by Bekeshev to amend the law "On Public Procurement." This document implies mandatory compliance with the requirements to ensure the rights of people with disabilities at all stages of the tender process.
