
The Committee on Finance, Budget, and Entrepreneurship Development reviewed the draft law "On Amendments to the Law of the Kyrgyz Republic on Public Procurement," which was approved in the first reading.
Deputy Dastan Bekeshev initiated this draft law. He emphasized that the main goal of the amendments is to ensure the implementation of the constitutional right of people with disabilities to access social, transportation, and engineering infrastructure, as well as goods and services funded by the state budget. This will be achieved by integrating accessibility requirements into the public procurement system of Kyrgyzstan.
“The implementation of this draft law will optimize budget expenditures, as considering accessibility requirements at the design stage is significantly cheaper than subsequent adaptation of facilities,” Bekeshev noted.
In addition, the committee also approved the draft laws "On Venture Financing" and "On Amendments to Certain Legislative Acts of the Kyrgyz Republic on Venture Financing" in the first reading.
These initiatives come from the Cabinet of Ministers. The Deputy Head of the National Investment Agency, Jalyn Zheenaliev, stated that the draft law proposes the introduction of new concepts into the legislation, such as "venture financing," "venture investor," "venture fund," as well as "startup" and "business angel."
