The Committee of the Jogorku Kenesh approved in the second reading the bill to tighten penalties for drunk driving

At today's meeting, the Committee on Judicial and Legal Issues, Law Enforcement, Combating Crime, and Counteracting Corruption reviewed and approved in the second reading the bill "On Amendments to Certain Legislative Acts of the Kyrgyz Republic on Ensuring Road Safety." This bill was initiated by the Cabinet of Ministers.

The chairman of the committee, Suyunbek Omurzakov, presented the proposed changes, emphasizing that they are aimed at implementing the presidential decree regarding urgent measures to ensure road safety, which was signed on December 7, 2021, under number 548.

The bill proposes amendments aimed at preventing offenses in the field of road traffic, including increasing the responsibility of drivers operating vehicles under the influence of alcohol, drugs, or other intoxicating substances. It also introduces a requirement for a driver's license to operate a moped of category "A1".

During the discussion, deputy Dastan Bekeshev emphasized the need for precise determination of the level of intoxication of drivers who have committed serious violations. He suggested establishing specific blood alcohol content limits and using quality breathalyzers. Additionally, Bekeshev highlighted the necessity of separating scooter and moped drivers from pedestrians and raised the issue of legalizing and registering mopeds that have been imported illegally.

Deputy Bolotbek Borbiev expressed the opinion that setting the blood alcohol content limits at 0.3 promille for blood tests and 0.16 promille for breathalyzers would require further research. In this regard, he proposed adopting such values based on the relevant resolution.

Furthermore, the committee also reviewed and approved in the second reading the bill "On Amendments to Certain Legislative Acts of the Kyrgyz Republic (to the Code of Offenses, the laws 'On the Basics of Preventing Offenses', 'On Silence')."
