
Driving a moped now requires a driver's license.
A draft law concerning changes to road safety legislation is being discussed in the Jogorku Kenesh at its first reading.
This document strengthens the responsibility for driving vehicles under the influence of alcohol or drugs. In cases of serious consequences for offenders, the possibility of probation is excluded, and prison sentences are increased. Mandatory revocation of driver's licenses is also introduced, and penalties for refusing medical examination and speeding in areas with cameras are tightened.
The draft law also classifies mopeds as mechanical vehicles, which implies their mandatory registration. Now, to operate a moped of category "A1," a driver's license will be required. The aim of these changes is to reduce the number of traffic accidents and increase safety on the roads.
Deputy Dastan Bekeshev noted that according to the draft law, users of scooters will be considered pedestrians. The authors of the document divided people into drivers and pedestrians, including in the latter category those who move in wheelchairs and on scooters. He emphasized the need to distinguish scooters into a separate category and create specialized lanes for their safe use to ensure pedestrian safety.
