The bill, initiated by the Cabinet of Ministers, makes changes to the Criminal and Criminal Procedure Codes, the Code of Administrative Offenses, and the Law on Road Traffic. These changes were prepared as part of the presidential decree concerning urgent measures to enhance road safety. Deputy Minister of Internal Affairs Oktobyr Urmambetov presented this bill, which proposes the following changes:
- increased responsibility for drivers who cause the death of one or more persons while under the influence of alcohol or drugs;
- abolition of the possibility of exemption from liability through reconciliation with the victim;
- exclusion of probation for fatal traffic accidents;
- increased terms of administrative arrest for driving under the influence to 20 days;
- classification of mopeds as mechanical vehicles and mandatory possession of a category A1 driver's license;
- increased terms of arrests and amounts of fines for a number of other offenses.
