Deputies reviewed the bill on the prevention of offenses, which contains the following key provisions:
- electric scooters are recognized as full-fledged vehicles;
- insurance is mandatory for their operation;
- each scooter must have a registration number, which is assigned by both sharing companies and private owners;
- the scooter driver must be at least 18 years old;
- having a driver's license is mandatory.
According to Mazhilis deputy Mageram Mageramov, sharing companies will be required to monitor the locations where renters leave electric scooters, especially on sidewalks. Additionally, each scooter will need to be equipped with a speed measurement device. Violations of business rules will incur a fine of 20 MRP, which amounts to 86,500 tenge (about 17,500 soms), and for repeated violations – 40 MRP, or 173,000 tenge (approximately 29,500 soms).
