The bill on secondary sanctions against Russia, proposed by Senators Lindsey Graham (Republican) and Richard Blumenthal (Democrat), was introduced in the spring of 2025. The document includes a 500% tariff on imports from countries purchasing Russian oil, natural gas, or uranium, and has received support from more than 80 senators out of 100.
Lindsey Graham, one of the initiators of the bill, previously reported that Trump was ready to support it, and discussions were expected to take place after the Senate's recess. However, following Trump's meeting with Putin in Alaska in August, as noted by Bloomberg, the Senate suspended consideration of the bill at least until the anticipated meeting between Trump and Putin in Budapest, which was ultimately canceled.
