The issue of electric scooters in Kazakhstan has once again reached the level of parliament

The Deputy Minister also noted that the main burden of monitoring violations by scooter users falls on the police and the citizens themselves, while sharing companies remain unaccountable. — Since the beginning of the year, about 29 thousand people have been held accountable for various violations of scooter usage rules. At the same time, sharing companies bear no responsibility, — emphasized Lepeha.

According to him, the Ministry of Internal Affairs regularly receives complaints about scooters left in inappropriate places, which forces the police to collect them and send them to impound instead of municipal services. In this regard, the agency emphasizes the need to tighten the legal regulation of the rental market.

— In any undertaking, rights must be accompanied by responsibilities, — noted the Deputy Minister. — We aim to legalize this activity so that sharing companies not only have rights but also bear responsibility. This includes issues of insurance and other aspects.

Lepeha also cited examples of successful foreign control experiences. — In developed countries, this works effectively. There are technical solutions for speed limitation and access control in certain areas. Our specialists are confident that this is achievable for us as well, — he added.

At the same time, it is proposed to strengthen the responsibility of scooter users themselves. Amendments will be made to the Code of Administrative Offenses. — A new category "scooter drivers" will appear, which will allow holding them accountable for rule violations, — explained Lepeha. However, the control over the placement of scooters will be assigned to sharing companies.

— We have created a detailed map with specific areas. Within six months, we will conduct testing to determine whether companies can meet the requirements, — concluded Igor Lepeha, adding that based on the testing results, changes to regulatory documents may be made.

It is worth reminding that on August 27, the head of the administrative police committee, Kaisar SULTANBAEV, had already stated the intention to bring order to this sphere. He threatened to hold the leaders of kick-sharing companies accountable.

After that, various meetings and discussions were held. Police officers were even provided with scooters, and they rode through the streets of Almaty several times, which was demonstrated on television. However, further actions regarding this issue seem to have faded into the background.
