The Vice Mayor of the capital, Azamat Kadyrov, presented proposals on December 10 to limit the parking of scooters in Bishkek.

During a meeting of the permanent commission of the Bishkek City Council dedicated to issues of municipal property, land relations, and urban planning, a draft resolution regarding the regulation of the placement of individual mobility devices (IMD) in the city was reviewed. This document creates a legal basis for allocating municipal land for scooter, bicycle, and other IMD rental points.

The draft resolution introduces key definitions and regulates the process of forming and approving a list of sites where rental and leasing points for IMD will be located, including the geographical zones of their use.

At the meeting, Deputy Kazybek Ergeshov from the "Yntymak" party inquired about the number of sites allocated for scooter parking in the city.

Azamat Kadyrov responded that approximately 40 such sites had been allocated earlier.

The Vice Mayor clarified that this document will define the rules and schemes for placement, as well as indicate where the allocation of sites is permitted and where it is prohibited.

According to Kadyrov, the plan for placing IMD should not include land plots where, due to safety requirements and urban planning regulations, parking is prohibited. Such places include:

- loading and unloading areas;

- parking spaces for people with disabilities;

- sidewalks narrower than 2 meters (with a minimum passage width of 1-1.5 meters), as well as approaches to educational institutions, medical facilities, and administrative buildings;

- roadways, except for specially designated parking pockets;

- entrances and exits from underground and above-ground pedestrian crossings, public transport stops;

- areas where IMD parking may threaten visibility, create obstacles for traffic, reduce throughput, and interfere with the work of emergency services.

Deputy Ergeshov proposed mandatory removal of chaotically parked scooters by operators. He noted that users often leave scooters in arbitrary places and walk away. Operators have information about the location and battery status, so they should independently collect scooters and place them in designated areas. In the deputy's opinion, it is necessary to eliminate cases where scooters remain in random places after the rental period expires.
