Kadyrov emphasized that according to the master plans developed from 1971 to the present, this street is designated as a major thoroughfare. He also proposed connecting it to the southern bypass road behind the "Baytik" arch to create a closed traffic loop in the city.
In his speech, he pointed out that the red lines were marked in the detailed planning project as early as 1981. However, this information was kept confidential from the general public, and only high-ranking officials had access to it. "We plan to lift the confidentiality so that residents know where these lines run," he said.Kadyrov added: "The red line passing through your homes was established at a time when the concept of 'private property' did not exist. This concept only emerged after the collapse of the USSR. If the red lines remain, you will not be evicted without compensation, and you will be able to continue living in your homes."
In response to questions about the cadastral value of the plots, the vice mayor explained that it is determined by a formula and that the prices are objective for market conditions.Kadyrov also noted that local residents are proposing an alternative route for the road, and their suggestion has been forwarded for consideration. "Although this road is not included in the developed master plan, I believe both roads are needed. Nevertheless, the project for Kozhobergenov - Bakha - Fuchik road will remain in effect," he added.
