Elvira Surabaldiyeva expresses concerns over amendments to the Criminal Code of the Kyrgyz Republic: Will we be left without doctors?

Today, January 15, the Parliament of Kyrgyzstan discussed in the second reading a bill amending Article 137 of the Criminal Code of the Kyrgyz Republic concerning torture. According to the new amendments, responsibility for torture in institutions can now be imposed not only on officials but also on other employees, including medical staff.

Surabaldiyeva emphasized that medical professionals in the country are under immense pressure.

“In our country, there is already a shortage of doctors. Graduates of the Kyrgyz State Medical Academy are required to work for the state for five years. Will these changes lead to a situation where we are left without doctors at all?” – she voiced her concerns.

The Deputy Attorney General stated that such a threat does not actually exist.

“Such a threat does not exist. If there were instances of torture, medical workers could have been held accountable under other articles of the Criminal Code before. This bill merely clarifies their status within this article,” he noted.
