Kamila Talieva: 95% of torture complaints do not reach criminal cases. How does this happen?

At the meeting of the Jogorku Kenesh on January 15, Deputy Kamila Talieva drew attention to the fact that almost 90% of complaints about torture in Kyrgyzstan do not lead to the initiation of criminal cases.

During the discussion of amendments to the Criminal Code that could expand the circle of individuals subject to criminal liability for torture, including staff of institutions, Talieva pointed out the alarming dynamics of the statistics.

According to the National Report of Kyrgyzstan, 124 cases of torture were recorded in 2023, and in 2024, their number increased to 151. "These figures indicate a growing problem. It is particularly concerning that out of 124 cases in 2023, criminal proceedings were refused in 102 cases. And in 2024, 143 out of 151 incidents were suspended. How can such statistics be explained?" the deputy expressed her outrage.

Deputy Attorney General Umutkan Konkubaeva confirmed that recently, cases of torture are hardly ever initiated. In 2025, 43 complaints were filed, but only one case was confirmed — in the Issyk-Kul region. The other complaints were not substantiated during the investigations.

Talieva noted: "Thus, 90-95% of such complaints do not become criminal cases. Is this happening due to pressure or intimidation?"

Deputy Minister of Internal Affairs Erkebek Ashirkhodzhaev added that surveillance cameras had been installed in closed institutions, and such measures have helped reduce the level of torture.
