Before the discussion began, Almasbek Abytov, the president's representative, noted that due to the absence of a speaker, it would be advisable to remove the issue from the agenda. However, Kamila Talieva objected and proposed to reject the draft.
She expressed her dissatisfaction: "Who is the author of this draft law? This is an enemy of the state! Regardless of the ministry, it undermines the president and the Jogorku Kenesh. I cannot understand how this project appeared in parliament and passed through the committee. If we support it, we will be disgraced! How can we remove the title 'People's Poet'? Does that mean we will now just call Jenijok, Barpy, and Arstanbek writers?!"
Ulan Primov supported her position, emphasizing that citizens deserving of titles work hard and for a long time. "If we ignore their contributions, it would be wrong," he added.
Gulya Kozhokulova also raised the issue of the moral aspect of awards.
She noted: "Awards are not just an honor; they are the state's recognition of specific individuals. Proposals that disguise themselves as 'debureaucratization' incorrectly limit the assessment of citizens for their merits. Removing the issue from the agenda is not a solution. Officials who prepare such draft laws must be held accountable. I propose to consider this issue and vote against it even without a speaker," she concluded.
"The president has declared a moratorium on the establishment and awarding of titles. We need to carry out a reform. The number of titles reaches 46, and some awards have caused public discontent. I believe we should discuss this issue. Nurbek Omurbekovich, I ask you to withdraw your proposal. Ignoring this issue would be irresponsible. We must discuss it in the first reading and submit our proposals for the second," the speaker addressed.
Akyilbek Tumonbaev expressed dissatisfaction that Sydygaliev's proposal was not put to a vote, and only the speaker's initiative was voted on. He called for adherence to the regulations. Sydygaliev confirmed that the proposal initially came from him and then from Turgunbek uulu.
"But fine, I will withdraw my proposal," the deputy added.
