The committees of the Jogorku Kenesh approved in three readings the bills concerning the republican budget.

Today, December 23, a joint meeting was held with the Committees of the Jogorku Kenesh, including the Committees on Finance, Budget and Entrepreneurship, Constitutional Legislation, Labor and Health, as well as other relevant committees. Representatives of the Cabinet of Ministers, led by Chairman Adylbek Kasymaliev, also participated in the meeting.

During the meeting, parliamentarians discussed several draft laws, including "On Amendments to the Law of the Kyrgyz Republic on the Republican Budget of the Kyrgyz Republic for 2025 and the Planning Period of 2026-2027" and "On the Republican Budget of the Kyrgyz Republic for 2026 and the Planning Period of 2027-2028." A report on the execution of the republican budget for 2024 was also presented.
During the discussion, Deputy Dastan Bekeshev raised a number of social issues, emphasizing the need to increase salaries for school teachers and kindergarten educators. Deputy Chyngyz Ajibayev highlighted the importance of constructing and restoring irrigation systems in the Leilek district of the Batken region. Toktobubu Ashymbaeva stressed the necessity of building residential houses for teachers through the State Mortgage Company. Kamila Talieva touched on the topic of inflation, noting that increases in salaries, pensions, and social benefits should be significant for citizens. She also proposed to jointly develop a draft law to increase compensations for heroic mothers. Mahabat Mavlyanova raised issues related to ecology, the restoration of irrigation systems, and support for agriculture. Santalat Amanova suggested increasing funding for culture, allocating 12 billion soms for 2026. Baktyyar Kalpaev noted the need for gasification of settlements in the Batken region.
Seidbek Atambaev emphasized the importance of improving the conditions for incarcerated individuals, while Meder Chotonov focused on the development of social infrastructure, particularly the reconstruction of water supply in the villages of Birinchi Mai, Kyrgyzstan, and Ozgorush in the Talas region. Ulukbek Uzakbaev discussed the protection of labor migrants' rights, and Zhanibek Abirov addressed issues related to land transformation in the villages of Orok, Jal, and other settlements. Gulzhan Satieva raised the question of building a modern House of Culture in Belovodsk in 2026, while Alisher Kozuev discussed access to clean drinking water in the Kara-Suu district. Umbetaly Kydyraliev, considering the population growth in the capital, emphasized the need for urban infrastructure development and corresponding budget financing. Aisarakan Abdibaeva raised issues of environmental safety in the field of subsoil use, and Gulnara Baatyrova highlighted the necessity of creating rehabilitation centers for the disabled. Rahat Junushbaeva clarified the status of local government budgets and preferential loans for businesses, while Ismanali Joroev addressed issues of support for agriculture and small businesses. Ulan Primov drew attention to the procedure for calculating social benefits, proposing to change the mechanisms for calculating the incomes of low-income families.
Representatives of government bodies, led by Adylbek Kasymaliev, answered the deputies' questions. The Permanent Representative of the President and the Cabinet of Ministers in the Jogorku Kenesh, Almasbek Abytov, proposed to approve the discussed draft laws in three readings.
As a result of the discussions, the Committees of the Jogorku Kenesh approved the draft laws "On Amendments to the Law of the Kyrgyz Republic on the Republican Budget of the Kyrgyz Republic for 2025 and the Planning Period of 2026-2027" and "On the Republican Budget of the Kyrgyz Republic for 2026 and the Planning Period of 2027-2028." The report on the execution of the republican budget for 2024 was also adopted.
