The Ministry of Internal Affairs announced the cessation of torture in Kyrgyzstan

Deputy Kamila Talieva presented UN statistics indicating an increase in cases of torture.


At a recent meeting of the Jogorku Kenesh, Deputy Minister of Internal Affairs Erkebek Ashirkhodzhaev stated that torture in Kyrgyzstan has been completely stopped. He noted the implementation of digital control systems in the Ministry of Internal Affairs.
According to Ashirkhodzhaev, all police departments in cities and villages, as well as district offices, are equipped with video cameras, ensuring constant monitoring of detainees from the moment they arrive. Before placing a person in a detention facility, they are examined by a doctor, provided with a lawyer, and undergo a medical examination. In case of complaints, the materials are forwarded for investigation and to the prosecutor's office.
“In 2024 and 2025, not a single case of torture was recorded. We can confidently assert that torture in the country has been eliminated,” he stated.
However, Deputy Kamila Talieva pointed out the data from the fourth national report presented to the UN Human Rights Council. According to the document, in 2023, 124 cases of torture were registered, and in 2024, their number increased to 151.
She expressed concern about the high level of impunity, noting that in 2023, criminal proceedings were refused in 102 out of 124 cases, and in 2024, proceedings were terminated in 143 out of 151 cases.

Deputy General Prosecutor Umutkan Konkubaeva commented on the situation, stating that cases of torture are closed if the fact of torture cannot be proven.
