In Kyrgyzstan, criminal liability for hooliganism against workers on duty has been introduced

On November 3, 2025, Law No. 251 was enacted in the Kyrgyz Republic, establishing criminal liability for two new types of offenses.

According to the new amendments to the criminal legislation, the following actions are subject to criminal prosecution:

- causing minor harm to health that leads to a temporary health disorder or to a slight permanent loss of ability to work;

- hooligan actions committed against a person performing their official, professional duties or public obligations.

For these offenses, a penalty in the form of a fine is provided, ranging from 500 to 1000 calculation units.

The law will come into effect ten days after its official publication.
