Migrants Cannot Work as Couriers in St. Petersburg. This Does Not Concern Kyrgyz Citizens

Starting from November 3, a ban has been introduced in St. Petersburg for foreign couriers on the use of delivery services such as "Samokat" and "Yandex Food." This means that they will no longer be able to accept orders and work through the specified applications, as reported by the publication "Arguments and Facts."

The new rules apply to migrants from Azerbaijan, Uzbekistan, Tajikistan, Moldova, and Ukraine who work under a patent. However, Kyrgyz citizens, being nationals of a country that is part of the EAEU, remain outside this restriction and can continue to work without patents.

The ban was approved by St. Petersburg Governor Alexander Beglov in August. Previously, similar restrictions had already been introduced for taxis in the city, where companies were given three months to change their personnel policies. City authorities explained this decision as a necessity to combat shadow employment, improve the quality and safety of services, and create job opportunities for youth and students in Russia.
