In Kyrgyzstan, measures against begging on roads and streets will be strengthened

A draft law has been initiated in the Kyrgyz Republic, which proposes amendments to the Code of Offenses and the Law "On External Migration." The main objective of this project is to combat begging and protect the most vulnerable citizens. This is stated in the explanatory note to the draft law.

The key goal of the proposed measures is to reduce annoying begging in public places, including roadways, which in turn affects public order and road safety. The draft law also aims to protect elderly people, individuals with disabilities, and other vulnerable groups from exploitation.

According to information from the Ministry of Internal Affairs, there is an increase in the number of beggars in Bishkek and Osh: in 2023, 961 cases were recorded, in 2024 — 1268, and in the first quarter of 2025 — 373. At the same time, the share of foreign citizens among offenders is increasing.

The draft law includes responsibility for persistent begging and for actions on roadways that may threaten safety. For foreign citizens who violate the rules repeatedly within a month, a measure of expulsion from the country is provided. The fine for involvement in begging will be 200 calculated indicators.

It should be noted that the current legislation does not have a comprehensive approach to solving this problem. Existing methods, such as warnings, do not yield the desired effect. The new law will create a legal basis for the documentation of protocols, detentions, and imposition of fines, which will allow law enforcement agencies to respond more effectively to violations.
