Today, a session took place in parliament where deputies discussed and approved a bill aimed at tightening responsibility for traffic rule violations. This document proposes measures targeting drivers under the influence of alcohol, expanding the use of photo and video recording technologies, as well as improving driver training. Deputy Seyidbek Atambaev spoke to the correspondent of VB.KG about the key aspects of the initiative.
- Why does the bill emphasize tightening measures against drivers under the influence?
- Driving under the influence is one of the main causes of serious traffic accidents. People who get behind the wheel while under the influence of alcohol or drugs endanger the lives of others. Increasing the terms of administrative detention and tightening responsibility is aimed at preventing repeat offenses and reducing the number of accidents.
- In what direction will the use of photo and video recording cameras develop under the new law?
- The use of these technologies ensures objectivity and inevitability of punishment for violations. Tightening responsibility for recorded offenses makes the control system more transparent, minimizing the human factor and contributing to increased discipline among drivers, - noted Atambaev.
- How prepared are law enforcement agencies for the implementation of this law?
- The implementation of the law involves the development of necessary subordinate acts and phased introduction. The internal affairs agencies already have experience working with photo and video recording systems, which will allow for the effective implementation of new norms.
- What is the expected outcome of adopting this law?
- We hope for a reduction in the level of accidents, improved discipline among road users, and the formation of a more responsible attitude towards driving. The main result is saved lives and the health of citizens. The law is aimed not at punishment, but at preventing tragedies. Road safety is the responsibility of every driver.
- What is your opinion on the 10-month training period in driving schools to obtain a driver's license?
- Extending the training period to 10 months does not solve existing problems and, moreover, is excessive. With a properly organized program and quality training, basic knowledge and skills can be mastered in two months.
The key issue remains the quality of training and the fight against corruption in driving schools. Driver's licenses should only be obtained by those who have undergone comprehensive training and possess the necessary skills, not by those who have received them formally. This approach must be applied universally, the deputy emphasized.
