
According to the deputy, a pedestrian is a person walking on foot, while someone on a scooter is no longer a pedestrian.
At a meeting of the committee on law and order, combating crime, and countering corruption of the Jogorku Kenesh, Deputy Dastan Bekeshev raised the issue of the need to regulate the use of scooters and mopeds.
He emphasized that scooters should not be in the same space as pedestrians, as the number of road incidents involving them continues to increase.
“The number of accidents is rising, and this is a cause for concern. I propose to reconsider the definition of a pedestrian so as not to confuse it with those who move on scooters and mopeds. A pedestrian is a person walking on foot, while a person on a scooter is no longer a pedestrian,” he stated.
Dastan Bekeshev also expressed surprise that his proposal did not receive support and questioned the reasons why the Ministry of Internal Affairs opposes it, despite acknowledging the increase in the number of accidents.
Deputy Minister of Internal Affairs Oktobyr Urmambetov responded that the agency agrees on the necessity of clearly distinguishing these concepts.
“We support the new definition and have already excluded scooter riders from the category of pedestrians — they are now considered a separate group,” he added.
