Traffic Police: Regions Lack Conditions for Full Detection of Driver Intoxication
At the meeting of the Jogorku Kenesh on January 15, the deputy head of the Department of Internal Affairs of the State Traffic Safety Department noted that there is a shortage of narcological centers and medical specialists in the regions of the country. This creates difficulties in assessing the condition of drivers.
He also emphasized that there are staffing and infrastructure problems that hinder the implementation of necessary procedures, as reported by the media.
According to him, in practice, the checking of drivers is carried out using an alcohol tester, which only determines whether a person is in a state of alcohol intoxication.
On the same day, deputies began reviewing a draft law concerning amendments to the current legislation on road safety issues. The initiator of this project was the Chairman of the Cabinet of Ministers.
The Deputy Minister of Internal Affairs, Oktobur Urmambetov, presented information on the draft law, which was developed in accordance with the presidential decree of December 7, 2021, No. 548, on measures to improve road safety in Kyrgyzstan.
According to the draft law, it is proposed to amend a number of laws to prevent offenses and crimes in the field of road traffic. This will be achieved by tightening responsibility for drivers operating vehicles under the influence of alcohol, drugs, or other intoxicating substances. A requirement for a driver's license to operate mopeds of category "A1" is also introduced, as added by Urmambetov.
During the discussion, Deputy Dastan Bekeshev expressed the opinion on the need to allocate separate lanes for drivers of individual mobility devices. Deputy Bolot Ibragimov, supporting the initiative to tighten criminal liability for driving under the influence, proposed to increase the fines for such offenses. He also noted the importance of combating corruption in the imposition of fines. Deputy Marlen Mamataliyev suggested increasing the rewards for employees of the State Traffic Safety Department from 10% to 50% of the fine amount. Deputy Zhyldyz Egenberdieva raised the issue of implementing modern means for measuring blood alcohol levels. As a result of the discussion, the draft law was adopted in the first reading.
