The Profile Committee reviewed the draft law on the determination of the established amount of contributions for alternative service in the first reading.

At the meeting of the Committee on Finance, Budget, Entrepreneurship, and Competition Development of the Jogorku Kenesh, a draft law concerning amendments to several legislative acts of the Kyrgyz Republic was discussed and adopted in the first reading. The amendments pertain to the Code on Non-Tax Revenues, the Code on Offenses, as well as the Law "On the Universal Military Duty of Citizens of the Kyrgyz Republic, on Military and Alternative Services."

The First Deputy Minister of Defense Talaybek Sharshiev emphasized that this draft law aims to establish fixed contribution amounts for citizens undergoing alternative service, as well as for the collection of mobilization reserves and the training of reserve officers.

Among the proposed changes is an increase in fines for violations of military registration, which raises serious concerns. Fines could increase tenfold: from 1,000 to 10,000 soms. Here are some of the new contribution amounts:



During the discussion of the draft law, deputies expressed concerns about the increase in contributions, which could negatively impact citizens. Deputy Kamila Talieva emphasized the need to consider the income levels of the population in the regions when establishing contributions. Elvira Surabaldiyeva raised issues regarding corruption in the Military Commissariats and expressed doubts about the feasibility of increasing contributions under such conditions. Ilimbek Kubanychbekov added that such changes could lead to social inequality, as the opportunity to undergo alternative service would only be available to wealthy citizens, while others would be obliged to serve in the army.


“Who will feel this the most? Low-income families. It’s sad. The rich will pay, while the poor will suffer. To maintain balance, I propose to adopt the draft law in the first reading, and in the second, postpone its implementation for a year. Let people catch their breath. Prices are rising, and people’s mood is poor,” said parliamentarian Dastan Bekeshev.



According to Talaybek Sharshiev, in 2025, the department collected about 750 million soms for alternative service, which is 36 million more than in 2024. Bekeshev believes this amount is quite sufficient. Ulanbek Zhaanbaev also drew attention to issues concerning the procedure for undergoing alternative service and the mobilization reserve.

Additionally, the Committee reviewed and approved in the first reading the draft law on the ratification of the Temporary Trade Agreement between the member states of the Eurasian Economic Union and Mongolia, signed on June 27, 2025, in Minsk, Republic of Belarus.
