Today, January 22, at a meeting of the Jogorku Kenesh, deputies discussed and adopted the draft law "On Labor Protection" in the first reading.
The initiator of the draft law is the Chairman of the Cabinet of Ministers of Kyrgyzstan.
The information about the draft law was presented by the Deputy Minister of Labor, Social Security, and Migration, Kamchybek Dosmatov.
The draft law aims to create healthy and safe working conditions for employees, prevent workplace accidents and occupational diseases, as well as improve the effectiveness of the labor protection system at the enterprise and state levels with the goal of further improving the specified Law. The draft Law establishes a legal framework for effective monitoring of compliance with labor safety norms and standards and creates conditions for increasing employers' responsibility for the state of working conditions.
During the discussion, Deputy Suyunbek Omurzakov noted that the norms proposed by the draft law need to be aligned with the provisions of the Labor Code. Deputy Kamila Talieva emphasized that it is necessary to review the relevant subordinate legislation to bring it in line with the provisions of the Labor Code. "Parliamentary hearings should be held on this draft law," Kamila Talieva emphasized.
Deputy Karybek uulu Ulukbek clarified the mechanisms for preventing workplace accidents. Deputy Gulsharкан Kultaeva raised questions about the procedure for recalling an employee from annual paid leave. Deputy Toktobubu Ashymbaeva raised questions about the mechanisms for monitoring compliance with labor safety norms and standards, adding that she would submit her proposals on this draft law. Deputy Mederbek Aliyev suggested considering the issue of reducing working hours for the elderly and people with chronic illnesses during high temperatures in the summer.
The Jogorku Kenesh also reviewed and adopted the draft law "On the Recognition of Certain Legislative Acts of the Kyrgyz Republic as Invalid" in the second reading.

The draft law proposes to recognize the following types of laws as invalid: on the approval of reports on the execution of republican budgets, as these laws are limited in duration and are no longer relevant today; on amnesty, as these laws have already fulfilled their purpose; on the interpretation of laws that have already ceased to be in effect.
