
At the meeting of the Committee on Judicial and Legal Issues, Law and Order, Combating Crime, and Counteracting Corruption, the bill "On Amendments to Certain Legislative Acts of the Kyrgyz Republic (to the Law on 'Road Traffic', the Code of Offenses)" was reviewed. As a result of the voting, the bill received support in the first reading.
The initiators of this document were deputies Marlen Mamataliyev, Medina Kairylbekova, and Adilet Belekov.
According to Adilet Belekov, the goal of the bill is to reduce harmful emissions from vehicles. To achieve this, it is proposed to implement legal mechanisms that will encourage vehicle owners to comply with environmental standards, including the use of functioning catalytic converters.
During the discussion, deputy Zhyldyz Kurmanalieva expressed support for the bill and emphasized the need for clear definitions of certain terms.
Another deputy, Nurbek Sydygaliev, clarified how the identification of vehicles without catalytic converters would be carried out and what measures of responsibility would be applied.
Abdyldabek Egemberdiev pointed out that the fight against environmental harm should take into account not only the presence of catalytic converters but also the year of manufacture of the vehicles.
Ulanbek Zhaanbaev proposed to increase the number of state laboratories for checking the technical condition of imported vehicles and to establish a unified tariff for these services.
Ulukbek Uzakbaev added that it is important to implement this initiative using incentive measures rather than relying solely on fines.
