
At today’s meeting of the Committee on Judicial and Legal Issues, Law Enforcement, Crime Prevention, and Anti-Corruption, the bill "On Amendments to Certain Legislative Acts of the Kyrgyz Republic on Ensuring Road Safety" was reviewed and approved in the second reading.
The initiator of this bill was the Cabinet of Ministers.
The Chairman of the committee, Suyunbek Omurzakov, emphasized during the discussion that the changes are aimed at implementing the President's Decree "On Urgent Measures to Ensure Road Safety in the Kyrgyz Republic," which was issued on December 7, 2021, under number 548.
The bill contains measures related to preventing crimes and offenses on the roads, in particular, tightening responsibility for drivers operating vehicles under the influence of alcohol or drugs. It also introduces a requirement for a driver's license to operate mopeds in the subcategory "A1".
During the discussion, Deputy Dastan Bekeshev highlighted the importance of clearly defining the level of intoxication for drivers who have committed serious violations.
He proposed to establish specific threshold values for blood alcohol content and to use quality breathalyzers. Additionally, Bekeshev pointed out the need for separate accounting of scooter and electric scooter drivers compared to pedestrians, and raised the issue of legalizing and registering mopeds that were imported illegally.
Deputy Bolotbek Borbiev expressed the opinion that establishing threshold values of 0.3 promille (blood analysis) and 0.16 promille (breathalyzer) would require further research, suggesting that these norms be set based on a resolution.
Furthermore, the Committee also reviewed and approved the bill "On Amendments to Certain Legislative Acts of the Kyrgyz Republic (to the Code of Offenses, the laws 'On the Basics of Crime Prevention', 'On Silence')" in the second reading.
