
At a meeting of the Jogorku Kenesh, a draft law was approved in the first reading, which proposes significant changes to traffic rules and the operation of tow trucks. Deputy Dastan Bekeshev, who initiated the proposal, intends to fundamentally revise the approach to punishing drivers, as well as legalize small two-wheeled vehicles.
According to the proposed changes, the towing of cars should be applied only in extreme cases, rather than as a common practice. Bekeshev emphasizes that a vehicle should only be taken to a penalty parking lot when it creates serious traffic jams or obstructs the passage of emergency services. In most other cases, in the deputy's opinion, inspectors should limit themselves to imposing fines to avoid worsening the situation for car owners.
The draft law also focuses on combating corruption and abuses. The introduced changes propose to establish permissible levels of alcohol content in the blood, which will help avoid unjustified punishments for drivers who have consumed kefir or medications containing alcohol.
Particular attention in the document is given to the legal status of moped and motorcycle owners. Bekeshev proposes their full legalization with mandatory state registration and the issuance of license plates. Currently, a significant portion of such vehicles is used without the necessary documents, complicating the process of holding offenders accountable in the event of accidents. The deputy also noted the importance of legally distinguishing between pedestrians and electric scooter users, emphasizing that these means of individual mobility require a separate legal status to ensure safety on sidewalks and in traffic.
