
Dastan Bekeshev proposed allowing minors to engage in non-campaign activities
During the third reading of the draft law initiated by Deputy Dastan Bekeshev, amendments to the Constitutional Law "On the Elections of the President and Deputies of the Jogorku Kenesh" are being discussed in the committee on constitutional legislation.
This draft law proposes to allow citizens aged 16–17 to engage in non-campaign activities in the offices of candidates, which includes organizational and technical work.
However, the government has issued a negative conclusion, stating that it does not support allowing youth under 18 to work in election campaign offices.
Deputy Bekeshev emphasized that according to the Labor Code, minors can work from the age of 16 with the consent of their parents or guardians, and current laws do not prohibit them from engaging in labor activities.
He questioned why teenagers can perform physically demanding work but are prohibited from gaining experience in candidates' offices, which could enhance their political literacy. Bekeshev noted that he removed the provision allowing youth under 18 from the draft law to avoid the initiative being rejected, although he disagrees with the opinion of the Cabinet of Ministers.
