In the first reading, a bill concerning venture financing was discussed at a meeting of the Committee on Science, Education, Innovative Development, Culture, Sports, and Youth Affairs of the Jogorku Kenesh.
Jalyn Zheenaliev, Deputy Director of the National Investment Agency under the President, emphasized that this bill is intended to improve the investment climate and activate venture investments in startups and innovative enterprises.
He also noted that the bill introduces key terms such as "venture fund," "business angel," "startup," "venture manager," "option agreement," and others.
During the discussion, Deputy Bolot Saginayev highlighted the necessary mechanisms to support venture investments in startups and the regulation of venture funds' operations.
Deputy Saltanat Amanova asked questions about the specifics of venture financing, as well as the minimum and maximum amounts of the charter capital of venture funds.
Gulsharkan Kultaeva also made her suggestions regarding the requirements for the organization and regulation of venture funds.
As a result of the discussion and voting, the bill was approved by the committee members.
