During a meeting of the Committee on Education, Science, and Youth Policy of the Jogorku Kenesh, Deputy Saltanat Amanova raised the issue of whether there is accountability for schools whose graduates do not pass the Unified National Testing (ORT).

She pointed to alarming statistics: in the cities of Bishkek and Osh, only 50% of graduates successfully enroll in universities, while the rest become potential migrants.

Amanova noted that while teachers' salaries are increasing and the state allocates significant funds for education and conducting the ORT, the results remain unsatisfactory.

The deputy posed an important question: "Is there any accountability for educational institutions whose students do not pass the ORT? These kids, unable to enroll in universities, often leave to work abroad, and not all of them return. Out of 200,000 who left, what is the likelihood that someone will come back? And how many of them will pass the ORT to enroll in a university next year? Perhaps only 2-3%. The rest continue to work in the informal sector." She emphasized that school leaders and methodological centers must create the necessary conditions for education so that children can receive an education and acquire a profession.

Deputy Minister of Science, Higher Education, and Innovation Kemel Sadykov responded that the organization and conduct of the ORT fall under the Ministry of Education, but the two ministries must cooperate on this issue.

Additionally, Amanova expressed confusion about appointing school directors for a term of five years if their performance does not meet requirements. "How can you keep someone in position if their graduates show poor results on the ORT and conditions for the professional growth of teachers are not created?" she added.

The deputy noted that there are many educational institutions in the regions where half of the graduates do not pass the ORT. "If the state allocates budget funds for education, then why should parents spend large sums on preparatory courses?" Amanova questioned.

Sadykov, for his part, emphasized that issues related to schools should be addressed within the competence of the Ministry of Education, and he cannot respond to them. The deputy suggested inviting representatives of this ministry to meetings dedicated to youth policy to discuss interconnected issues.
