In this appeal, it is emphasized that the country's education system is on the brink of collapse due to the selflessness of teachers who continue their work daily despite fatigue and difficult working conditions.
“The situation with educators is deteriorating. In the first two weeks of September 2025, many teachers left schools. According to official data from the Ministry of Education, there is a shortage of 947 teachers in the republic. These are not just numbers — we are talking about children left without teachers and schools that cannot fulfill their functions,” the statement reads.
The Federation pointed out the main factors influencing teachers' departure:
- insufficient salary;
- old and unsuitable buildings;
- overcrowded classrooms — with 50 students;
- expectation of constant availability;
- an atmosphere of pressure and misunderstanding;
- lack of respect, safety, and prestige of the profession.
A study conducted by the trade union labor institute showed that only 5.5% of applicants dream of becoming teachers.
This indicates that in the coming years, children's education may be at risk. The profession has lost its appeal and has become a real challenge.

In their appeal, the authors also expressed gratitude to the president for his efforts: “In the past five years, around 500 educational institutions have been built. This academic year, 67 new schools with modern conditions have opened. This is a significant step that the country has long awaited. Starting from April 2026, teachers' salaries will increase to 40,000 soms, which brings hope to the hearts of educators for the first time in a long time.”

The FPS noted that they see a sincere desire from the authorities to raise the prestige of teachers, restore respect for education, and create conditions for quality learning.
“That is why it pains us to hear words that undermine trust. Recent statements by the Deputy Chairman of the Cabinet of Ministers, Edil Baisalov, shocked the country's educators. His words devalued the work of those who support the educational process and created a distorted view of the education system. This was said on an international platform. We urge a response to these words and to make it clear to teachers that the state values their work, sees, and hears them,” the appeal states.
Sadyr Japarov is asked to provide support and protect educators from unjust remarks that tarnish the entire education system.
Recall that earlier Edil Baisalov stated in an interview that incompetent teachers should be dismissed and replaced with new specialists. “Identify 15-20% of unnecessary educators and dismiss them. Yes, there is a shortage of teachers, but we can attract people from other fields, such as former journalists, and offer them a good salary — 50-60 thousand soms,” he noted.
