
At its meeting, the Committee on International Affairs, Defense, Security, and Migration reviewed the bill on the ratification of the agreement between the Kyrgyz Republic and the Italian Republic. This agreement, signed on May 30, 2025, in Astana, received approval in the first reading.
Deputy Director of the National Investment Agency under the President, Damirbek Bikulov, presented this bill. He explained that the main goal of the agreement is to create a legal framework for attracting foreign investments, ensuring the protection of investors' rights and minimizing risks associated with their investments.
During the discussion, Deputy Medina Kairylbekova emphasized the importance of legal guarantees for investors conducting their activities in the Kyrgyz Republic.
In addition, the committee approved the draft law on the ratification of the Protocol amending the Treaty on the Eurasian Economic Union of May 29, 2014, which was signed on July 28, 2025, in Moscow. The information about this project was presented by Deputy Minister of Economy and Commerce Sultan Akhmatov. He noted that the Protocol includes 33 amendments aimed at addressing shortcomings identified in law enforcement practice, as well as clarifying definitions used in the Treaty of the Union. Furthermore, it empowers the Eurasian Economic Commission to approve the methodology for assessing barriers in the internal market of the Union and recognizing barriers as eliminated.
Also during the meeting, bills on the ratification of two loan agreements with the OPEC Fund for International Development were reviewed and approved: the first — "First Program for Sustainable and Inclusive Growth," signed on September 22, 2025, in Bishkek, and the second — under the program "Universal Access to Water Supply and Sanitation (Phase 1)," which was approved in the third reading.
