The Jogorku Kenesh adopted the draft law on the ratification of the Loan Agreement with the Saudi Fund for Development for "Construction of Public Schools" Phase-2.

At the meeting of the Jogorku Kenesh, the deputies discussed and approved a draft law concerning the ratification of a Credit Agreement with the Saudi Development Fund, which was signed on October 9, 2025, in Bishkek. This document pertains to the project "Construction of Public Schools" in its second phase.

The Chairman of the Cabinet of Ministers initiated this draft law.

The Deputy Chairman of the Committee on International Affairs, Defense, Security, and Migration of the Jogorku Kenesh, Cholpon Esenamanova, presented information about it.

The project involves attracting 187,500,000 Saudi riyals, equivalent to 50,000,000 US dollars, with a loan term of 25 years, of which the first 5 years will be at a preferential rate. The annual interest rate will be 1.5%. The funds obtained will be directed towards the construction of 5 new schools and 7 additional educational buildings in Bishkek, as well as 2 new schools in the Chui region, which will accommodate between 150 to 1,000 students. The project is expected to begin in 2026 and be completed in 2029, including two years for construction and one year for warranty service.

Additionally, the deputies discussed and approved a draft law on the ratification of a Credit Agreement with the OPEC Fund for International Development, concerning the program "Universal Access to Water Supply and Sanitation (Phase 1)," which was signed on September 23, 2025, in Bishkek, at the first reading.

The "Universal Access to Water Supply and Sanitation (Phase 1)" program aims to improve access to safe drinking water and sanitation for more than 425,000 people in 126 rural settlements across three regions: Osh, Chui, and Issyk-Kul.

During the discussion, deputies, including Kamila Talieva, Zhanibek Abirov, Azamat Isirailov, Bolot Sagynaev, Ismanali Joroev, Mahabat Mavlyanova, Toktobubu Ashymbaeva, Edyta Taygareva, and Gulsharkan Kultaev, clarified a number of aspects of the "Universal Access to Water Supply and Sanitation (Phase 1)" program, emphasizing the need to improve access to safe drinking water and sanitation in certain regions.
