
The president noted that lawyers have pointed out the need to clarify certain provisions of the Constitution, especially regarding elections in case the president is unable to perform his duties for unforeseen reasons.
Tokayev also reminded that according to the current Constitution, if the president resigns, his powers are transferred to the chairman of the Senate.
“If the chairman of the Senate is unable to perform his duties, the powers should be transferred to the relevant officials according to established rules. It is important to consider the concept of 'remaining term,' which can vary from six months to six years. Therefore, it is necessary to clarify in the fundamental law that extraordinary elections should be held within two months in the event of the president's early resignation,” he added.
The head of state emphasized that adherence to this procedure aligns with international practice, according to which any president must come to power legitimately, through elections. This, he said, is a fundamental principle that must be maintained for future presidents.
