In the Osh region, schemes related to parking spaces during the construction of residential complexes have been uncovered, resulting in the detention of several officials from the architecture department.
According to information from the State Committee for National Security of the Kyrgyz Republic (GKNB KR), construction companies and design organizations used methods to introduce knowingly false data into project and estimate documentation. This allowed them to approve residential complex projects with the city architecture authorities, despite the absence of designated parking spaces for residents.
“The main goal of such actions was to generate profit: the companies built commercial facilities, ignoring their obligations to create the necessary parking spaces for future residents,” the press release states.
The architecture officials, whose task was to ensure the development of urban infrastructure and create comfortable conditions for residents, effectively colluded with representatives of construction companies, leading to serious consequences.
Such actions have caused systematic violations of legislation in the field of urban planning in Osh. This, in turn, has led to delays in construction, dissatisfaction among investors, and a worsening transportation situation, creating traffic jams on the roads and increasing the load on urban infrastructure.
As a result of the materials collected by the GKNB KR, a criminal case has been initiated. Within the framework of this case, the first deputy chief architect of Osh, T.Y.K., and architecture specialist T.Z.M. have been detained and placed in a temporary detention facility.
Investigations aimed at uncovering facts of corruption and official crimes in the field of urban planning in the Osh region are currently ongoing.
