During the discussion of amendments to the labor protection law, which took place on January 22, Deputy Elvira Surabaldiyeva raised the issue of reforming the maintenance of employment records.

Surabaldiyeva noted that on December 8, 2025, the government approved a new resolution that cancels the rules that have been in effect since 2003. She emphasized that this issue raises concerns among many business owners.

The Deputy Minister of Labor, commenting on the situation, stated that the key change is the transition to an electronic format for employment records.

“This initiative was enshrined in the Labor Code adopted in January 2025, and in this regard, Order No. 345 was issued. Both state and private organizations will transition to the new format,” he said.

In addition, he noted that a database will be created within the "E-Kyzmat" system, which will contain all necessary information.

“All previous regulations remain in force; however, now electronic employment records will be stored on a specialized platform with a personal account for each employee, where all necessary actions will be carried out. No other changes are planned,” the Deputy Minister emphasized.
