The restrictions based on administrative or forceful measures are not capable of solving the problem of wastefulness. This opinion is held by Arslan Koichiev, the state secretary, who shared his thoughts in the program "Elden Sobol" of the Kabar agency.
Koichiev noted that the very fact of starting discussions about reducing wastefulness can be considered a positive step. According to him, it is necessary to organize a public discussion within the framework of the project, where philosophers, ethnographers, and sociologists should actively work on forming a new Kyrgyz culture. For instance, the project includes limiting the number of guests at weddings to 200 people. The youth, being a significant part of the Kyrgyz people and the future of the country, may perceive such restrictions negatively. However, in Koichiev's opinion, the main task is to care for the youth and reduce the financial pressure on them. He believes that developing more cultural rules for conducting weddings could yield better results.
Additionally, the state secretary touched upon the topic of livestock slaughter. He provided examples from his experiences living in Europe and Asia, where there are no strict restrictions on holding celebrations and memorial events. Koichiev pointed out the excessiveness in the culture of serving meat, where it often remains uneaten and is served in large trays or bags. This requires regulation. He noted that the tradition of serving ustukans, characteristic of the Kyrgyz, resembles the Japanese tea ceremony and is part of an ancient culture.
