Children under 16 in Kyrgyzstan no longer need registration to obtain a passport

Starting from January 23, 2026, the process of submitting documents for obtaining a general civil passport for minors under the age of 16 in Kyrgyzstan will be simplified.

According to information from the State Enterprise "Kyzmat," it will no longer be necessary to have a residence registration for passport issuance, which was previously mandatory.

If one of the parents cannot be present when applying for a child's passport, notarized consent can now be obtained through the "Electronic Notary" information system. This allows officials to access the required information with the unique code of the applicant. All powers of attorney issued within the country are linked to the automated systems of the Public Service Centers (COn).

Additionally, it has become possible to deregister citizens based on a notarized power of attorney, eliminating the need for a personal visit to the COn for deregistration.

Moreover, for citizens changing their ID cards, a new reason has been added - the change of nationality of one of the parents.

All these changes were approved in accordance with the Cabinet of Ministers' resolution No. 856 dated December 31, 2025.
