
According to information from the press service of the State Administration "Kyzmat," starting from January 23, 2026, the procedure for obtaining a civil passport for children under 16 years of age in Kyrgyzstan has been significantly simplified. Now, confirmation of registration at the place of residence is not required for passport issuance.
Additionally, if one of the parents cannot be present when submitting documents, the process has also become more accessible. Notarized consent can be obtained through the Electronic Notary system, and staff will be able to access all necessary information by knowing the applicant's unique code.
All powers of attorney issued within the territory of the republic are now integrated with the automated systems of the Public Service Centers (PSC). This innovation has enabled the possibility of deregistration at the place of residence and stay based on a notarized power of attorney.
Furthermore, for those changing their ID cards, a new reason for document replacement has been introduced — the change of nationality of one of the parents.
These changes were implemented in accordance with a resolution of the Cabinet of Ministers.
