Simplified rules for passport issuance and citizen registration

The Cabinet of Ministers of the Russian Federation has updated a number of its decisions regarding the documentation and registration of citizens. These changes are aimed at improving the accessibility and convenience of public services for citizens within the framework of the ongoing digital transformation.

In particular, amendments have been made to Resolution No. 167 dated April 12, 2024, which regulates the process of obtaining ID cards and general civil passports. A new concept, the Unified Information System of Notaries, has been introduced into the relevant regulatory documents.
Furthermore, it is now not required to have registration or consular registration for issuing a general civil passport to a child under 16 years old.
The list of documents necessary to confirm the citizenship of applicants has been clarified, taking into account the possible absence of information in state databases and the inability to provide documents through the mobile application "Tunduk" in digital form. A procedure for changing nationality has also been established, specifying the necessary supporting documents.

Some changes pertain to the process of confiscating and canceling old passports, as well as issuing documents in case of their loss.

The amendments also affected Resolution No. 435 dated July 31, 2024, which defines the rules for registering and deregistering citizens at their place of residence and stay. In particular, the possibilities for using a notarized power of attorney in the absence of data in state registers have been expanded.

The new rules will come into effect in seven days.
