
The Border Service of the State Committee for National Security of the Kyrgyz Republic has announced new rules for the stay of citizens of Kazakhstan in the country. These changes will take effect on September 1, 2025, and were approved by the resolution of the Cabinet of Ministers of the KR dated October 10, 2023.
Among the main changes, it is worth noting:
- Updated procedure for calculating the visa-free period.
According to the new rules, Kazakhs will be able to stay in Kyrgyzstan for up to 90 days within a 180-day period, starting from the first entry. This rule is already applied in international practice and serves to regulate migration flows.
- Accounting for the duration of stay.
It is important that the days spent in the country will not be canceled with each border crossing. The duration of stay will start counting anew only if a person spends 90 consecutive calendar days outside of Kyrgyzstan.
- Registration at the place of stay.
During the first 30 days of their stay, citizens of Kazakhstan are exempt from the requirement to register. However, if they plan to stay in Kyrgyzstan longer than this period, registration will become mandatory.
- Responsibility for exceeding the duration of stay.
Kazakhs who remain in Kyrgyzstan for more than 90 days without registration will be prohibited from re-entering for 90 days.
- Grounds for extending the stay.
To extend their legal stay in the country, one of the following documents must be provided:
- registration document at the place of stay;
- residence permit;
- temporary residence permit;
- "Kairylman" status;
- "Meken-kart";
- "Resident-card";
- and other documents provided for by international agreements to which the Republic of Kyrgyzstan is a party.
The Border Service also noted that similar rules apply to citizens of the Kyrgyz Republic in Kazakhstan.
