A Resident Card for Foreign Citizens Launched in Kyrgyzstan

The Ministry of Foreign Affairs of Kyrgyzstan has introduced new resident cards for foreign citizens. These cards provide permission for temporary residence in the country for up to one year with the possibility of extension.

The Director of the Consular Department of the Ministry, Seytek Jumakadyrov, reported that 1,000 such cards were issued in the first month. He noted that to simplify the process of obtaining visas and quotas for foreign citizens, a Unified Window has been established. Within the framework of this innovation, all necessary documents can be obtained in one electronic format. The validity period of this unified document is two months, after which, if necessary, a Resident Card can be issued.

The issuance of the resident card is possible entirely online, eliminating the need for personal presence. The presence of a QR code on the card will allow the holder to obtain up-to-date information about the duration of their stay, and an individual taxpayer number (ITN) will also be issued.
Additionally, it is worth noting that the resident card will function as a bank card, allowing foreign citizens to receive their salaries on it. This creates additional guarantees for both citizens and the state, as emphasized by the director.

The advantages of the new Resident Card include:
- Strengthening migration control regarding the compliance of permit documents with the purposes of stay.
- Optimization of state services and enhancement of fiscal control.
- The possibility of officially formalizing labor relations and conducting business activities without unnecessary bureaucratic delays.
- Regulation of the legal status of foreign citizens and stateless persons on Kyrgyz territory.

Jumakadyrov added that in case of improper use of the card, measures may be taken against the foreign citizen, including expulsion from the country.
