Since the launch of the system until August 31, 2025, 403 applications have been submitted. Of these, 358 were approved, and 9 were rejected. From the beginning of 2025 until September 30, 93 new applications were registered, of which 121 received a positive decision. The largest number of applications came from citizens of Russia (64 applications, 90 cards issued), followed by citizens of Turkmenistan (9/10) and Germany (5/10). "Meken-cards" were also issued to citizens of Austria, Belarus, Turkey, Jordan, the USA, Ukraine, Italy, Korea, and the Netherlands.
The validity period of the "Meken-card" is 10 years. The consideration of applications can take up to 3 months in the standard procedure and 1.5 months in the simplified procedure. For compatriots, the process of renouncing Kyrgyz citizenship takes no more than six months.
Foreign citizens who previously held Kyrgyz citizenship, as well as their children and grandchildren, can apply for a "Meken-card," except for citizens of neighboring countries. Applications can be submitted at territorial subdivisions or Public Service Centers within Kyrgyzstan, and abroad at the country's diplomatic missions.
Holders of "Meken-cards" receive numerous privileges, including the right to visa-free entry and stay in Kyrgyzstan, the ability to reside permanently without the need for a residence permit, and the right to work on par with citizens of the country. Additionally, they have equal conditions for paying for medical and educational services, as well as the opportunity to sell agricultural land within 10 years. Registration at the place of residence must be completed within 90 working days after crossing the border.
