According to Mironov, one of the main problems in the migration sphere is the lack of a clear management and planning system for attracting unskilled labor. The current flow of migrants occurs without considering the needs of regions for foreign labor.
As part of the draft law, it is proposed to abolish the existing work patent system and implement an organized recruitment of foreign workers. Work permits will be issued strictly for specific enterprises, and migrants will not be able to change employers without the risk of being expelled from the country.
Upon the expiration of their contracts, foreign citizens will be required to leave Russia. To improve control, mandatory state fingerprint registration and photographing of all migrants within 30 days of their entry into the country is proposed.
