In 11 months, 128,497 citizens of the Kyrgyz Republic have been included in the Register of Controlled Persons in the Russian Federation.
It is specified that this register includes individuals who must leave Russia in accordance with established rules.
It is important to note that removal from the Register of Controlled Persons is not possible through the payment of fines or any other means. Being included in the register means that a foreigner is obliged to leave the territory of the Russian Federation.
“Citizens who contact diplomatic representations are provided with consultations in accordance with the current legislation of Russia. If someone believes they have been mistakenly included in the register, they can submit a written application, after which a request will be sent through the Ministry of Foreign Affairs of the Russian Federation to the migration service of the Ministry of Internal Affairs to clarify the reasons for inclusion,” the agency reports.
Furthermore, it is noted that most often, citizens who have not extended their temporary stay fall into the register. In particular, this concerns those individuals who did not leave Russia within the established time frame after September 10 and, having exited and re-entered, hoped that their migration history would be "reset," and their stay would start anew.
According to the new norms of Russian legislation that came into effect in 2025, if a foreigner does not extend their stay within 90 days, they will only be able to re-enter the country after one calendar year. Thus, a reset is only possible after this period.
Currently, citizens listed in the register have the opportunity to leave Russia by the end of December and return to the country in the new calendar year. Many of them are actively taking advantage of this opportunity.
If citizens have been mistakenly included in the list, they can contact the relevant divisions of the Ministry of Internal Affairs of Russia with an application for the review of data or removal from the register, as reported by the Ministry of Foreign Affairs.
