Within the framework of this document, two main appendices are defined:
Requirements for Technological Parks to Receive State Support
1. General Points
1. The established requirements for technological parks in the Kyrgyz Republic wishing to benefit from state support measures (hereinafter referred to as the Requirements) have been developed in accordance with Article 4 of the Law "On Technological Parks" (hereinafter referred to as the Law on Technological Parks) and contain a list of conditions necessary to receive such support.
2. These Requirements are applicable:
1) for managing companies of technological parks, to confirm the compliance of technological parks with the necessary conditions;
2) for technological parks planning to apply for state support;
3) for the authorized state body responsible for education and science, which provides support to technological parks;
4) for the Commission for the Development of Technological Parks under the Cabinet of Ministers of the Kyrgyz Republic.
3. This document uses terms defined in the Law "On Technological Parks."
4. State support is provided to technological parks included in the State Register of Technological Parks of the Kyrgyz Republic.
2. Main Requirements for Technological Parks
5. To qualify for state support, a technological park must meet the following conditions:
1) the presence of a project for the development of an innovative product or service;
2) the presence of a development program for the technological park for a period of at least three years from the date of inclusion in the register and its economic justification;
3) the presence of at least one resident representing a small or medium-sized enterprise, with the following requirements:
a) a minimum of 5 jobs created by the resident;
b) the presence of scientific and technical developments embodied in goods or services;
4) the presence of conditions for providing services to residents;
5) the presence of a venture innovation fund;
6) necessary infrastructure considering the future development of the technological park.
3. Development Program of the Technological Park
6. The development program of the technological park must include:
1) a description of the program (goals, relevance, implementation status);
2) a business model (specialization, organizational and economic structure, list of services, infrastructure, and resident policy);
3) characteristics of the territory (justification for site selection, investment attractiveness, description of the land plot and conditions for its preparation);
4) an organizational plan (participants, their functions, and the management structure of the technological park);
5) a declaration of intent (information on contracts with residents, demand forecast for areas, and development prospects);
6) a financial plan (need for funding, sources, and cash flow forecasts);
7) risk assessment (list of risks, likelihood of occurrence, and measures for minimization);
8) a master plan (layout and placement scheme of technological park facilities).
4. Conditions for the Territory of the Technological Park
7. The territory of the technological park must meet the following requirements:
1) the presence of clearly defined boundaries and legal documents;
2) location on lands permitting the construction of infrastructure facilities;
3) use of at least 50% of the building area for small and medium-sized business residents;
4) transport accessibility for residents;
5) compliance of geological conditions with construction requirements;
6) availability of documents for land plots;
7) availability or planning of facilities for vehicle movement;
8) availability or planning of engineering networks and life support systems.
5. Communal Infrastructure of the Technological Park
8. The communal infrastructure must provide:
1) connection to electrical networks;
2) connection to gas supply and/or heat supply;
3) connection to water supply and sewage systems.
6. Information Support of the Technological Park
9. To ensure information transparency, the management of the technological park is obliged to post current data on the official website about:
1) the location of the technological park;
2) communal and transport infrastructure;
3) activities of residents;
4) available areas for new residents;
5) placement conditions;
6) contact details of the management;
7) services provided.
Procedure for Forming the Register of Residents of Technological Parks of the Kyrgyz Republic
1. General Information
1. The procedure for forming the Register of Residents of Technological Parks (hereinafter referred to as the Register) has been developed in accordance with the Law "On Technological Parks" and is used by the authorized body for education and science to provide support to technological parks and their residents.
2. The Register is a list of residents who have received state support measures in accordance with the legislation.
3. The Register must be published on the official website of the authorized body within ten days after the decision to support the resident is made.
4. The information in the Register is open and available for requests from government bodies and citizens.
2. Procedure for Forming the Register
5. The formation of the Register is carried out by the authorized body through:
- including residents in the Register;
- excluding residents from the Register;
- making changes to the data of the Register.
6. The following data must be included in the Register:
1) name of the technological park;
2) information about the management and base organizations;
3) full and abbreviated name of the resident;
4) surname, name, and patronymic of the individual entrepreneur;
5) legal address of the resident;
6) data on the registration of the resident and conditions of cooperation with the management;
7) types of activities of the resident;
8) contact details;
9) provided state support measures;
10) details of the order for inclusion or exclusion from the Register.
7. Changes to the Register are made in cases of:
1) changes in the name or address of the resident;
2) expiration of the support period.
8. Exclusion of a resident from the Register occurs in cases of:
1) liquidation of a legal entity or cessation of the activities of an individual entrepreneur;
2) expiration of the registration period;
3) cessation of support provision.
Additionally, the resolution amended the previous resolution of the Cabinet from April 17, 2025, No. 214.
In particular, the composition of the Commission for the Development of Technological Parks has been expanded to include the State Tax Service and the State Customs Service.
The resolution comes into force ten days after its official publication, which took place in the newspaper "Erkin Too" on December 12, 2025, No. 98.
