New Capital Requirements Introduced for Securities Market Participants

The Cabinet of Ministers of the Kyrgyz Republic has approved a new regulation concerning the normative indicators necessary to ensure the adequacy of own funds for professional participants in the securities market. This document aims to strengthen the financial stability of organizations and enhance the competitiveness of the sector as a whole.

In accordance with the new resolution, updated requirements for the minimum charter capital for companies operating in the securities market have been established.

The following transitional norms have been defined:

Investment Trust Managers:


Dealers:


Registrars (Registry Holders):


Investment Funds:

– until January 1, 2027 — 2 million soms;
– until January 1, 2028 — 3 million soms.

Additionally, the new resolution cancels a number of old regulatory acts of the government that were in effect from 2011 to 2023, which regulated the capitalization of professional participants in the securities market.

The document will come into effect seven days after its official publication.
