According to information provided by the press service of the head of state, the purpose of these changes is to improve the functioning of the Presidential Administration, which is being carried out in accordance with Articles 70 and 71 of the Constitution of the Kyrgyz Republic.
The first change pertains to the decree "On the Issues of Granting Class Ranks to State Civil Servants, Municipal Servants, and Other Persons" dated December 30, 2016, No. 308. Within the framework of this document, the word "highest" will be excluded from subparagraph 1 of paragraph 30 and the appendix to the specified procedure in the process of granting, lowering, and depriving class ranks of state civil and municipal servants.
Additionally, changes have been made to paragraph 20 of the Procedure concerning the granting of class ranks to individuals holding political positions, which will now read as follows: to be granted the class rank of advisor of the state civil service of the 1st, 2nd, and 3rd classes, as well as advisor of the municipal service, the following documents must be submitted to the authorized body: a presentation, a certificate about the candidate, a copy of the passport, and a notarized or human resources service-certified copy of the work record book. The authorized body also has the right to request additional documents.
Changes will also occur in Appendix 1 to the aforementioned procedure: in the third paragraph of paragraph 3, the words "on the implementation of the Five-Year Action Plan for the Development of Mountain Regions" will be replaced with "on the mountain agenda." Similar changes will apply to Appendix 2, where the word "highest" will be excluded.
The next change concerns the decree "On the Approval of the Register of State and Municipal Positions of the Kyrgyz Republic" dated January 31, 2017, No. 17. In the Register approved by this decree, in the first chapter of Section I, the words "on the implementation of the Five-Year Action Plan for the Development of Mountain Regions" in the sixth paragraph will also be replaced with "on the mountain agenda," and the thirteenth and fourteenth paragraphs will be reworded regarding positions in the Presidential Administration and other state structures.
The decree dated September 15, 2023, No. 237, declaring the period from 2023 to 2027 as the Five-Year Action Plan for the Development of Mountain Regions, will also be amended. Paragraph 4 will be deemed null and void, and Appendix 1 will be reworded.
Changes will also affect the decree "On Certain Issues of the Activities of the Presidential Administration of the Kyrgyz Republic" dated December 8, 2023, No. 336: the structure of the Administration will be aligned with the new appendix, and the staffing will be adjusted according to Appendix 3.
Changes will also occur in the decree "On the Approval of the Regulation on the Special Representative of the President of the Kyrgyz Republic for the Implementation of the Five-Year Action Plan for the Development of Mountain Regions" dated December 21, 2023, No. 353. In the title and paragraphs, the expression "for the implementation of the Five-Year Action Plan for the Development of Mountain Regions" will be replaced with "on the mountain agenda."
Furthermore, the decree dated June 5, 2025, No. 177, regarding the activities of the Special Representative of the President will be supplemented by a change, according to which subparagraph 1 of paragraph 2 will be deemed null and void.
The head of the Presidential Administration has been instructed to take the necessary measures arising from this decree within two months, and the Presidential Affairs Office should resolve organizational and technical issues related to its implementation within one month. The decree comes into force upon its official publication.
