
This concerns migrants without legal status in the Russian Federation
The Ministry of Foreign Affairs of Kyrgyzstan has announced the introduction of a new legal regime for foreigners who are in Russia without legal grounds. This innovation will come into effect on February 5, 2025, in accordance with the federal law of the Russian Federation No. 260-FZ, adopted on August 8, 2024.
This regime, known as the expulsion regime, applies to foreign citizens who have violated the rules of stay or residence in the territory of the Russian Federation.
According to the new rules, such migrants will be entered into a registry of controlled persons, which will entail a number of restrictions. In particular, they will not be able to change their place of residence or stay without the permission of the internal affairs authorities, and will also face restrictions on driving vehicles, conducting transactions with real estate and vehicles, as well as their registration. There are also prohibitions on marriage and restrictions in the banking sector, including refusal to open accounts and conduct transactions, as well as receiving cash over 30,000 rubles per month.
"If the requirements are not met repeatedly, control authorities may take measures for administrative expulsion, placement in special institutions, and declare the individual undesirable for further stay in Russia," the Ministry of Foreign Affairs emphasized.
The ministry also urged citizens of Kyrgyzstan to seek assistance from the diplomatic and consular institutions of the country located in Russia if they have any questions.
To provide support, "hotlines" have been organized by the embassy and consulates in major cities such as Moscow, St. Petersburg, Yekaterinburg, Novosibirsk, Kazan, as well as in offices in Surgut, Irkutsk, Yakutsk, Vladivostok, Krasnoyarsk, and Yuzhno-Sakhalinsk.
