According to the proposed document, the Ministry of Internal Affairs of Russia will be granted the opportunity to obtain information about migrants who seek free medical assistance without having a valid medical insurance policy.
The explanatory note states that, despite the mandatory requirement for a medical insurance policy to enter Russia, foreigners find ways to circumvent this rule. Within the country, illegal migrants can receive medical services, as documentation for emergency assistance is not mandatory. This includes childbirth assistance, which, according to the authors of the bill, puts Russian citizens at a disadvantage.
Furthermore, lawmakers emphasize that migrants create an additional burden on the healthcare system, which is funded by the state budget.
According to official data, foreigners do not contribute approximately 500 billion rubles to the budget.
