The Cabinet proposes to change the rules for forming the social package for digital TV

The Government of Kyrgyzstan has put forward for public discussion a draft of a new resolution proposing changes to the existing rules for forming the social package of television channels for terrestrial digital broadcasting.

The proposed draft includes amendments to the Cabinet's resolution dated March 4, 2022, No. 111, concerning the approval of the Social Package of television channels. In particular, it is proposed to declare one of the points of the document invalid and clarify that the formation of the social package will be carried out by the Antimonopoly Regulation Service, coordinating its actions with the authorized body in the field of information.

Additionally, the changes will affect the resolution dated June 23, 2014, No. 349, which contains the Regulation on the formation of the Social Package of television and radio channels. The draft proposes to exclude mentions of sports channels, cancel the requirements for conducting competitions to include private television and radio companies in the social package, and grant the authorized body the right to make decisions on including channels without the need for a competition.

The draft also proposes the cancellation of a number of norms that regulate the deadlines and procedures for considering applications from broadcasting organizations.

These changes are aimed at ensuring citizens' access to information and have been published for public discussion in accordance with established procedures.
